Suppression List (Definition)

A list of subscribers or domains that are prevented from receiving broadcasts on a given list. 

Subscribers on a suppression list would still receive campaign messages. Use this feature to exclude a group of subscribers from receiving a message that cannot otherwise be segmented or to test specific groups for broadcasts.
