An AWeber customer account enables you to send autoresponder and broadcast messages to your subscribers. Customers pay for the AWeber service on a recurring basis based on the amount of subscribers they are currently using. For reference, this is the page you see when logging into the customer account:

The AWeber affiliate account, on the other hand, enables you to earn commissions by referring customers to AWeber. Affiliate accounts do not include any of the email functionality of customer accounts. For reference, this is the page you see when logging into the affiliate account:

Customer and Affiliate accounts are totally separate from one another. You don't have to sign up for one to sign up for the other though you are certainly welcome to do so!
